D1.1 CONOPS for critical segments for FOCUS and DISPERSE

A Concept of Operations (CONOPS) for response and rescue with a CBRN incident is a set of guidelines:

  • to organize the structure of command and control
  • to manage communication and coordinate efforts of the various participants of a rescue effort, and
  • to manage access to the scene and provide security.

An objective for this deliverable (D1.1) was to assess CONOPS throughout the EU and to seek a harmonization of CONOPS. These CONOPS are intended to guide two field trials where the technology and methods of TOXI‐triage are applied and critically evaluated.
